The Goat Hill Tavern is a location in or near New Tristram. It's known only from a piece of concept art (seen below), but seems a fairly likely place to turn up in the actual game, much like Ogden's Tavern of the Rising Sun in Tristram in Diablo I.
The tavern looks like the other surviving structures in New Tristram, functional, but worn and partially falling apart, owing to quick, cheap construction and the corrupting evil of the surroundings.
