Common Scraps are no longer found in Diablo III.

Prior to their removal, they were the white quality material, created by salvaging Normal quality items. All normal quality materials were removed late in the beta test, when the interface and crafting systems were overhauled and the Nephalem Cube was removed from the game.[1]

Common Scraps were seen in the first reveals of the crafting and artisan systems, and they looked very different in those early incarnations.
