Smart Drops are part of the Loot 2.0 system introduced to Diablo 3 in Patch 2.0.1. This system was refined through further patches and is active in Diablo 3 and Reaper of Souls today.
While technically "smart drops" only refers to items that drop, it is often used as shorthand for all item finds to which Smart Loot applies, including items obtained via crafting, gambling, from Horadric Caches, etc.
