Captain Davyd (db) is found first in the Command Post where Maghda has him captive. You free him and join him in the Khasim Outpost in the Stinging Winds to fight more of Maghda's minions. He will open the gate leading from the outpost into the east Stinging Winds and give you the quest City of Blood.
