A boilerplate in a wiki is what you might call a "template" in real life. It is a model used to create similar pages, and making sure everyone sticks to the same guidelines for formatting and content.
New boilerplates are generally created in cooperation with active wiki editors, and a sysop such as Leord or Flux will lay the final touches and final decisions on it. If you are in the process of creating one, make sure you name them like this: Boilerplate:Class. Add "Boilerplate:" and then the name of the item it's a plate for, in singular.
