Potential Empowered Wrist Spade.
The Potential Item is shown in the pop up window when a recipe is hovered on in an Artisan's crafting interface.
This image shows what sort of item will be created, and lists the base stats, as well as the special bonuses and Random Properties the item will spawn with.
The full process is shown in the large image below; the recipe on the left, the potential item in the center, and the semi-random item created on the right.
