There was a space for these in the Blizzcon build, but no skill icons were found on that line. There will surely be some in the final game, or else existing skills will be redistributed so some occupy higher level tiers on the skill tree.

The fact that town portals are seemingly out puts a much greater emphasis on character performance than previously, which means the players must be given tools to survive without TPs. This includes both active and passive defensive skills, where the former are more interesting because they require more interaction from the player.
 
From what I can see, the devs seem to be going the WoW:WotLK route and adding tons of active skills with certain requirements, skills that are on short timers and require the player to really pay attention to use them before the timer runs out. This is a good thing because it breaks the monotony of using skills that are “always” available and rewards player skill and awareness.

I assume it’s 18 health as in a percentage of your max HP or whatever, otherwise the skill won’t scale at all. Doesn’t seem any different from “replenish life” in D2 and we all know how popular that affix was.
